Residents in the South Phoenix area have been flooded during relatively minor events, including those considered to be less than 10-year flood storms. This drain is part of the South Phoenix Drainage Improvement Project, which provides protection from a 100-year flood event to residences and farmland within the City of Phoenix. The project also provides flood protection to a high school and an elementary school within the project area.
The system is composed of underground pipes, located within existing rights-of-way (which minimized project cost), and basins. This component of the system included the storm drain along Baseline Road between 43rd Avenue and 7th Avenue, outleting to a basin constructed at 43rd Avenue and Baseline Road. The project was completed through partnership among the Flood Control District, the City of Phoenix, and the Maricopa County Department of Transportation. Design and construction management for the Baseline Road Storm Drain was provided by Maricopa County Department of Transportation, and the project was cost-shared between the Flood Control District and Maricopa County Department of Transportation. The City of Phoenix owns, operates, and maintains the project.
