To mitigate historical flooding to a 14-square-mile area of Glendale, Peoria and unincorporated Maricopa county, a 10-year storm drain and basin system was constructed between the Butler Drive and Glendale Avenue alignments from 63rd Avenue to the Agua Fria Freeway. The system also provides an outlet for future municipal storm drains and Maricopa County Department of Transportations's (MCDOT) Northern/75th/83rd Avenue projects and the Arizona Department of Transportation's (ADOT) Grand Avenue project. In addition to the storm drains, three detention basins were constructed to reduce pipe costs, increase future flood protection levels and provide water quality and recharge benefits.
IGA 94003 established overall cost share guidance for the implementation of the storm drain components of the project, with Glendale and Peoria each contributing 25% to overall costs, and the District contributing the remaining 50%. Glendale and Peoria accepted operation and maintenance of completed project components within their jurisdictions, and the District acted as overall lead agency for the project.
IGA 98004, between the District and Maricopa County, reduced construction costs, by accomplishing, in concert with a MCDOT roadway project: the Northern Avenue Storm Drain from 91st Avenue to 83rd Avenue; the Butler Drive Storm Drain from SR-101L to 87th Avenue; and a storm drain lateral proceeding north from Northern Avenue for 1/4 mile along 85th Avenue, east to 83rd Avenue. The constructed storm drain utilized the existing county storm drain at 91st Avenue as an outfall to the SR-101L drainage system. MCDOT acted as lead agency for construction.
IGA 98014, among the District, Maricopa county and the City of Peoria, governed the Northern Avenue Storm Drain from approximately 83rd Avenue to 75th Avenue. The District contributed 50% of project costs, with MCDOT and Peoria each contributing 25%. Storm drain construction was accomplished in conjunction with Northern Avenue widening, accomplished by MCDOT. The City of Peoria assumed operation and maintenance responsibility for the completed storm drain.
The District entered IGA 98016 with ADOT, who shared 50% in the excavation cost of the basins associated with the project in exchange for use of the material as fill for its SR-101, Northern Avenue and Grand Avenue projects. Under IGA 98017, the District authorized ADOT to use the basin at 63rd Avenue as an outfall for Grand Avenue drainage, over-excavating the basin to accommodate ADOT drainage at ADOT's cost.
In accordance with IGA 94003, the District was the project lead and was a partner in a cost share agreement between the towns of Glendale and Peoria.
Owner and Maintenance: Cities of Glendale and Peoria are responsible for project features within their jurisdictions.
Construction was completed in 2001.
