To mitigate historical flooding to MC-85 highway, the Union Pacific Railroad and the Buckeye Irrigation Canal, a two-mile outfall channel was constructed for the 100-year Bullard Wash flows. This project also provides flood protection to the City of Goodyear's waste water treatment plant, the Phoenix/Goodyear Airport, the Palo Verde Nuclear Power Plant water supply pipeline and numerous petroleum pipelines. In accordance with the IGA, the District was the lead on this project and entered into a cost share partnership with the City of Goodyear. The project also involved improvements to MC-85 and Estrella Parkway, funded primarily by Maricopa County Department of Transportation (MCDOT) and the City of Goodyear.
