In June 1994, the District assumed maintenance responsibility (previously held by the Maricopa County Department of Transportation) for the East Mesa Drains, 11 dedicated local drainage easements in Unincorporated Maricopa County. The District conducted a Candidate Assessment Report in April 2004 to investigate improvement alternatives to mitigate the extensive maintenance costs associated with the drains. The District identified reaches 4 and 7 as suitable targets for structural improvements to decrease maintenance costs. The bottom and side slopes of the Reach 4 channel had experienced scour erosion maintenance complications associated with trees and trash; the Reach 7 channel had experienced chronic erosion from inflows across its east bank.
Improvements to the drains were conducted unilaterally and included installation of concrete lining.
The construction of the Reach 7 and Reach 4 improvements was completed in 2010.
