Channelization of Scatter Wash between 35th Avenue and 43rd Avenue was implemented in conjunction with the Arizona Department of Transportation’s (ADOT) Agua Fria Freeway project, and the City of Phoenix’s 43rd Avenue roadway improvements project. ADOT acted as the lead agency for channelization from 35th Avenue to approximately the 40th Avenue alignment. The City of Phoenix acted as the lead agency for channelization from the ADOT project’s downstream limit to 43rd Avenue, which mitigated a flooding threat that would otherwise affect downstream neighborhoods. The overall project provides 100-year flood protection. The District operates and maintains the flood control features of the project between the Loop 101 freeway’s south frontage road and 43rd Avenue, and shared in the City of Phoenix’s design and construction costs. ADOT operates and maintains the project between the south frontage road and 35th Avenue. The City of Phoenix operates and maintains the non-flood control features, including transportation-related features and crossings, between 43rd Avenue and the ADOT project’s downstream limit.Owner and Maintenance: Flood Control District, City of Phoenix, ADOT
