The District identified an earth fissure at Powerline FRS leading the Arizona Department of Water Resources to classify the dam as “unsafe, with elevated risk of failure.”
The Interim Dam Safety Measure (IDSM) project consisted of three major elements to address the concerns associated with the Powerline FRS foundation. These elements were designed with a design life of 15 to 20 years. During this time, a more permanent solution would be developed. The IDSM project elements included the design of a new embankment upstream of the original Powerline FRS embankment, a new low-flow channel upstream of the IDSM embankment, and monitoring infrastructure. Additional project elements include a concrete pump pad, access ramps and a maintenance road.
Construction has been completed.
