In order to mitigate historical flooding, two 10th Street Wash Basins were constructed. The construction of the two basins allowed for the removal of approximately 70% of 294 acres from the floodplain and provided 100-year flood protection along the 10th Street Wash.
Basin No. 1 is located at approximately 12th Street and Peoria Avenue and is owned by the District. Operation and maintenance responsibility belongs primarily to the Pointe Tapatio Homeowners Association (PTHOA). The District was the lead on design and construction of the project.
Basin No. 2 is located near 11th Street and Alice Avenue and functions as a City of Phoenix public park. In accordance with the IGA, the District was the lead on design and construction of the project and the City of Phoenix was a cost share partner for Basin No. 2. Phoenix is responsible for the operation and maintenance of all landscaping, aesthetic and recreational facilities as well as the basin, and the District is responsible for the operation and maintenance of the flood control features.
