The District completed the Upper East Fork Cave Creek Area Drainage Master Study in October 1987 which recommended the construction of a channel, five basins, inlet laterals and storm drains to mitigate flooding hazards in the area. The drainage channel runs along the East Fork Cave Creek alignment from Beardsley Road to Union Hills Drive. Five basins were also constructed, one partially on the grounds of Paradise Valley Community College. The project was implemented in conjunction with the City of Phoenix. The City shared project costs and shared lead agency responsibilities for construction with the District.
The City of Phoenix is primarily responsible for the operation and maintenance of the basins and laterals; the District is primarily responsible for the operation and maintenance of the channel.Owner and Maintenance: District and City of Phoenix
