As part of the Signal Butte FRS project, the District constructed the Pass Mountain Diversion Channel. The channel is part of the larger Buckhorn-Mesa Watershed Project and was built under federal sponsorship of the Soil Conservation Service (now the Natural Resources Conservation Service). The channel diverts runoff from the Usery Mountains to the Signal Butte FRS and provides a 100-year level of flood protection.
The District was the local sponsor for the project and operates and maintains the completed structure.Operation and Maintenance: District
