In 1998, in anticipation of impending development and in partnership with the cities of Glendale and Peoria, the District initiated the Middle New River Watercourse Master Plan (WCMP). The WCMP was also intended to satisfy a District commitment to the U.S. Army Corps of Engineers to maintain a floodwater conveyance in New River downstream of the New River Dam. Study limits included 7.5 miles of New River's watercourse, from the New River Dam downstream to the Skunk Creek confluence.
Study recommendations included: bank armoring from Pinnacle Peak Road downstream to the Skunk Creek confluence; grade control structures at 83rd Avenue, Deer Valley Road and Pinnacle Peak Road; and delineation of an erosion hazard setback zone from New River Dam downstream to Pinnacle Peak Road.
The study was completed in 2001, and recommended solutions have been partially implemented.
