Description:

The Flood Control District of Maricopa County (District) partnered with the City of Peoria, the City of Surprise, and Maricopa County Department of Transportation to develop a recommended plan for flood hazard mitigation through a project called the 107th Avenue and Union Hills Drive Design Concept Report (DCR).

The City of Peoria identified flooding issues at the intersection of 107th Avenue and Union Hills Drive and along Union Hills Drive to the west. The DCR study area extends from Beardsley Road to south of Bell Road between 107th Avenue and the Agua Fria River. This area is subject to flooding hazards due to the lack of an organized storm drain system to carry storm water through the existing roadways and developments. Specific locations of flooding problems include: 1) within Lake Pleasant Mobile Home Estates and Paradise RV Resort; 2) the Coyote Lakes community; 3) intersections of 107th Avenue and 113th Avenue at Union Hills Drive; and 4) along 115th Avenue from Beardsley Road to Bell Road.

The DCR identified and quantified flooding hazards and developed a concept-level plan to reduce the flooding hazards in the area. The study combined sophisticated computer modeling and data collection, input from area residents and their knowledge of flooding problems, and a desire to develop a context sensitive plan that considers the local environment.

This was a two-phase project. The study kicked off in January 2010 with Phase 1 which included data collection and an analysis of the extent of the existing flooding hazards. Phase 1 was completed in June 2010. Phase 2, which began in September 2010 and was completed in July 2011, developed Recommended Alternative Improvements to mitigate the flooding hazards identified in Phase 1.

Public meetings were conducted by the District in December 2010 and July 2011. Input from area residents and other property owners directed the District to expand the scope of the study to mitigate flooding hazards in additional areas.

Status:

The study was completed in July 2011. Please see 115th Avenue and Union Hills Drive Drainage Improvements Project for the current project, which evolved from the DCR.
