The overall study will identify the current Special Flood Hazard Areas, SFHA, for a portion of the previously unstudied FEMA Zone D area in the City of Mesa, Arizona. The Zone D area is approximately 10.2 square miles and roughly bounded by Meridian Road to the east, Baseline Road to the north, Ellsworth Road to the west, and Ray Road to the south. Work Assignment #1 (Phase 1) will study the portion north of Elliot Road, approximately 4.1 square miles. The area south of Elliot Road may be studied in a second phase at a later date. Flows in the Zone D area generally flow from east to west. Siphon Draw Wash is the primary drainage feature entering the study area near Elliot Road. The Powerline Floodway also flows through the Zone D Study area (south of portion being studied for Phase 1) draining three upstream Flood Control District dams (Powerline, Vineyard, and Rittenhouse dams). Additional flows come from the north, under US60, across Arizona State Land where they eventually flood the area around Baseline Road and Signal Butte Road. Hydrology and hydraulic models will be developed for the study using new topography flown in June 2019.  The hydrologic modeling will utilize NOAA Atlas 14 rainfall depth-frequency statistics.
