This project consists of the design and construction of a storm drain system along Dobbins Road from west of 15th Avenue to 19th Avenue, extending north along 19th Avenue to South Mountain Avenue, then heading west along South Mountain Avenue to outfall into the existing City of Phoenix regional basin located at the northeast corner of 27th and South Mountain Avenues. The project also includes the design and construction of a new detention basins (Dobbins Basins) along 15th Avenue, south of Dobbins Road.

The District conducted the Laveen Area Drainage Master Plan/Update (ADMP/U) to develop and evaluate alternative solutions to mitigate flooding hazards in the Laveen Area. This project is one of the recommended solutions from the study to reduce the impacts of flooding.
